Roads and bridges are key economic assets and ensuring a resilient road network is critical for enhanced preparedness against future natural disasters. The floods of 2018 led to heavy damages to the road sector. According to preliminary assessments of the Post-Disaster Needs Assessment (PDNA), the roads sector has the highest sectoral recovery costs. Roads in around 12 of the 14 districts reported landslides, earth slips, debris flow and rock falls.
Following the floods of 2018, the Government of Kerala identified the need to go beyond traditional approaches to recovery and reconstruction, to not only recover fully from the floods but also to build resilience to future disasters. In this regard, the Rebuild Kerala Initiative (RKI) was established to drive the State towards resilience and risk-informed disaster preparedness.
Undertaking comprehensive disaster and climate risk assessments of the State’s road network, developing a State Road Transport Strategy to articulate a roadmap for a demand-driven balanced transport modal share in the State, streamlining and strengthening key road sector agencies to eliminate institutional and resource fragmentation, institutionalization of a Road Maintenance Management System (RMMS) to strengthen the management of the core road network (CRN) as well as performance-based maintenance contracting (PBMC) for asset management in the core road network with provisions for emergency response were identified as key priorities under RKI.

Effective asset management is ensured through provision of 5 years maintenance period within the contracts for all road projects. Following are the key projects:
